Verified adoption

A usage, activation, retention, or workflow signal is verified only when it is backed by first-party telemetry, approved public proof, or a customer-supplied source that can be audited.

Rules

Activation means a builder reached a product-specific first value event, not only visited docs.
Retention requires a repeated workflow or usage signal after first activation.
Public proof is labeled separately from private tenant proof.
Enterprise status cannot turn unverified evidence into verified evidence.
