Privacy thresholds

Tokens& is built around aggregate and account-level proof by default. Raw developer resale is not part of the product contract.

Rules

Default public threshold is N >= 7 unless a stricter customer threshold applies.
Cross-tenant benchmarks never expose raw tenant or developer rows.
Developer event-radar controls support private, aggregate, and public visibility.
External writes and CRM actions remain policy-gated.
